There is no need to resize it, as we designed it with the size of the forums taken into consideration. You're not supposed to see the rest unless you have a resolution bigger than the standard 1024 x 768.
All you need to do is change how the image is aligned (in the admin CP, I don't know if you have to change it via CSS or if there is an option, or whatever -- I don't have knowledge of this forum software) to "center bottom".
(If it's via CSS, just paste the bolded part inside the body { } bracket like so:)

background-position: center bottom;
